The House has reached the three-hour limit

House Minority Leader Thomas Taylor tried to invoke the three-hour limit on debating one item, but House Speaker Ben Lujan interrupted Taylor to say he couldn’t interrupt Rep. Miguel Garcia, who was speaking.

The House’s second-ranking Republican, Donald Bratton, then stood up to challenge Lujan, saying in the 10 years he’s been here no one has been allowed to keep on talking when the three-hour limit has been invoked.

After that, Lujan let Garcia keep talking.
