House Speaker Ben Lujan, D-Nambe, just granted a motion to vote on three separate issues.
1) To debate on and vote on removing House Bill 78 from House Consumer and Public Affairs and place it in Judiciary Committee, which was the second committee it was assigned to.
2) Then to debate on and vote on removing House Bill 78 from House Judiciary Committee and placing it on the House floor.
3) Then to debate and vote on making House Bill 78 the next order of business.
At this moment, Rep. Debbie Rodella, D-Espanola, made a point that the House would be debating the original House Bill 78, and not a substitute for that legislation. The Consumer and Public Affairs committee never adopted the substitute, she said.
Rep. Brian Egolf, D-Santa Fe, then challenged that Nunez’s motion is not a proper motion. Nunez ultimately wants to the House to vote on the substitute for House Bill 78.
Confused yet? You’re not alone.
