How can we do this, lawmaker asks

Here’s a snippet of the ongoing debate:

Rep. Eliseo Alcon — There are five pages in the original bill, but 12 ½ pages in the substitute bill. We debated six hours over whether to bring HB78 to the floor.

Now you stand up and say, ‘No, I don’t’ want HB78. I want House floor substitute for HB78. I just don’t understand how you can do that.’

Rep. Andy Nunez— It’s allowed under the rules. If you remember what I said, I brought some suggestions to improve HB78.
