Rep. Andy Nunez asks the House to debate on immigration bill

Rep. Nunez is now making a motion on the House floor to substitute a new bill for HB78 and will explain the changes between the two bill.

But Rep. Eliseo Alcon just challenged whether the House could accept the substitute.

House Speaker Ben Lujan said Nunez’s motion to allow for a substitute is open to debate.

Rep. Nate Gentry, D-Albuquerque, just rose to say, “It seems to me that the motion to adopt a substitute is a matter of procedure and is not debatable.”

“A motion to substitute is debatable, just like in any committee,” Lujan responded.
